TMR plan, manage anddeliver Queensland's integrated transport environment to achieve sustainable transport solutions for road, rail, air and sea. With a workforce of over 11,500 employees across a wide spectrumof disciplines, including transport planners, civil engineers, compliance officers, and digital transformation specialists, T MR depends on efficient, accurate, and compliant HR and payrollprocesses to manage its diverse workforce. As part of TMR’s broader digital transformation strategy, a business-critical HR forms platform built on K2 (a third-party forms workflow engine) was approaching end of life. This created animmediate need for a contemporary and sustainable replacement, one that could scale, integrate with SAP, and support future c loud readiness without compromising daily HR operations. Why This Project is a Best Tech Contender:This project highlights how SAP’s intelligent ERP capabilities can be extended to modernise critical business processes without disrupting daily operations. Faced with the end-of-life of athird-party forms platform, TMR’s HR Forms Modernisation initiative delivered a seamless transition to a centralised, SAP BTP-based solution fully integrated with SAP ECC.The solution:• Avoided disruption to business-critical HR operations by ensuring operational continuity• Delivered real-time data integration, reducing rework and form submission errors• Improved governance with workflow transparency and built-in audit trails• Reduced IT overhead with no-code admin configuration and simplified updates• Established a scalable, clean-core-aligned platform ready for S/4HANAHuman Resources HR Forms ProjectDepartment of Transport and Main Roads(TMR)Industry Disruptor
ChallengesTMR faced a firm deadline due to the end of life of its legacy K2 platform, which supported essential HR workflows andform-based transactions. Without a suitable replacement, HR processes, including employee detail updates, approvals, position changes, and new role creation, risked reverting to manual, paper -based procedures.Specific challenges included:High Operational Risk: Loss of the forms system would disrupt day-to-day HR transactions across the department, affecting thousands of users.Urgency: The system had to be operational and delivered fast, before the K2 shutdown date, without the luxury of alengthy discovery phase or gradual rollout.Scalability & Governance: A future-proof solution was required to scale across more HR processes and meet audit andcompliance expectations.User Diversity: The replacement needed to serve a broad range of users, from frontline staff to corporate HR, requiringlimited onboarding, training and causing minimal friction.Future SAP S/4HANA Alignment: The solution had to be developed to integrate with the current ECC platform, andcompatible with TMR’s planned S/4HANA migration.
SolutionSAP BTP HR Forms Replacement PlatformTo address the end-of-life of its legacy K2 platform, TMR engaged DalRae Solutions to design and deliver a centralised HR Forms Platformon SAP BTP. The solution was embedded within the SAP ERP environment to ensure operational continuity, improve process effici ency, and support future transformation. The implementation was delivered in two focused phases:Phase 1: Foundation and Critical Forms• Established a single portal for employees to access high-usage HR forms Prioritised forms related to personal and banking details to reduce manual effort and support self-service• Integrated directly with SAP ECC via OData services, maintaining alignment with existing HR data structuresPhase 2: Position Management Integration• Introduced the Position Create and Change workflow for one of TMR’s most complex HR processes• Embedded real-time notifications via My Inbox and Outlook, improving responsiveness and visibility• Added advanced field validation, inline commenting, and configurable approval logic to reduce delays and reworkInnovation / Use of SAP Technology• SAP Business Technology Platform (BTP): Served as the secure foundation for scalable ERP-integrated workflows• Cloud Application Programming Model (CAP): Enabled clean, modular development aligned to SAP Clean Core strategy• SAPUI5 and Fiori Elements: Delivered a responsive and consistent user experience across devices and roles• OData Integration with SAP ECC: Allowed real-time data exchange and preserved existing ERP investment• No-Code Admin Configuration Layer: Gave business users direct control over content updates without relying on IT• Agile Delivery Approach: Supported fast iterations, incorporated user feedback, and ensured low-impact deploymentThis ERP-integrated solution replaced a critical business system with a streamlined, scalable platform that improves productivit y,strengthens governance, and supports future ERP evolution.
ImpactEnabling end-to-end automationreducing significant manual data entry.A TMR first, this project blazed the trailusing SAP BTP - delivering a unified lookand feel for usersOver 7,000 forms to date have beenprocessed through the new applicationOperational Continuity & Risk MitigationSuccessfully replaced a legacy system before the end-of-life deadline, avoiding any disruption to business-critical HR processes.Ensured business continuity during the transition and positioned TMR for a seamless future migration to S/4HANA.Improved Data Integrity & AccuracyBuilt-in validations dramatically reduced form submission errors, rework, and downstream transaction failures.Enabled online commenting and approval tracking, reducing delays and eliminating offline communication gaps.Efficiency & User EmpowermentReduced the number of help desk queries and intervention requests by simplifying the user interface and guiding data input.Business administrators now self-manage content updates, reducing IT dependency and turnaround time for minor updates.Future-Proof ArchitectureDesigned with clean extensibility, ensuring forms are reusable, adaptable, and require minimal effort to migrate to S/4HANA.Created a scalable platform for expanding the digital HR footprint, including automation, audit logging, and additional workf lows (for example leaveapprovals, contract changes).Positive Employee ExperienceDelivered a modern, accessible digital channel for employee HR transactions.Increased HR service consistency across remote and central offices with a single source of truth for forms.
“”“This project marked a significant milestone for TMR - successfully replacing a legacy system ahead ofits end-of-life and safeguarding critical HR processes. As the first initiative to adopt SAP BTP within ourorganisation, it set a new benchmark for modern, mobile-friendly solutions, offering users a consistent andstreamlined experience across devices.”Paul Hesford Deputy Chief Finance Officer (Digital Transformation)Department of Transport and Main Roads
