When the Electronic Government Authority of Ras Al Khaimah (RAK EGA) moved its ERP to the cloud, it also needed to modernize the integration architecture that supported its IT infrastructure. Leading the way in e-government
Established in 2004, RAK EGA provides centralized IT services to the organizations that make up the Ras Al Khaimah emirate’s administration – from finance, courts, and municipality ministries through to departments for education and museums. The authority is tasked with facilitating e-government leadership through the application of the latest technologies and integrated solutions to automate and digitalize the services offered to the emirate’s citizens and residents.
To support the digitalization of government processes, the authority decided to move its ERP to the RISE with SAP offering with SAP S/4HANA Cloud Private Edition. Key to this transition would be the migration of the existing on-premise integration architecture based on SAP Process Orchestration software to a cloud-based solution. The ability to make rapid, efficient, and secure connections across a federal network of government systems would be crucial to making the emirate’s trailblazing e-government ambitions a reality.

Enabling rapid deployment of API-based connections
RAK EGA needed to create a harmonized experience for citizen inquiries, with a critical need for a cloud-based integration architecture for streamlined processes and improved scalability and agility. The authority selected SAP Business Technology Platform (SAP BTP) to support this digital transformation and modernization journey. SAP Integration Suite, part of SAP BTP, was chosen to streamline processes and accelerate connectivity to SAP and third-party systems with its API Management capability.
With help from SAP partner AONE, RAK EGA migrated from SAP Process Orchestration to SAP Integration Suite within six weeks. AONE trained the in-house team on how to use the suite’s API Management capability to create interfaces with solutions across multiple government ministries. RAK EGA personnel then continued making API connections on their own. In addition, a partner from the Customer Success organization helped the team access SAP expertise as and when needed.
Easing citizen journeys with tight integration across government systems
With SAP Integration Suite, RAK EGA was able to consolidate its IT landscape and ease connectivity between multiple solutions and applications with reduced time and effort. In addition, a new API marketplace enabled by SAP Integration Suite allows external private sector organizations to connect with government systems quickly and conveniently while adhering to robust security standards.
The accelerated deployment of new integrations is allowing RAK EGA to roll out new citizen services faster and in greater numbers than before. Land management is one area where the citizen experience has improved thanks to tight integration between government systems. Now citizens and residents can carry out tasks faster and more efficiently through a single online portal, rather than interacting with several different government ministries. With connections enabled by SAP Integration Suite, the portal supports the entire land management journey – from creating site plans and title deeds to paying fees and receiving electronic approvals.
Expanding citizen services based on a solid integration platform
The team at RAK EGA is now focusing on using SAP Integration Suite to expand the number of electronic government services available through the online citizen portal. With the API Management capability, new initiatives and departments can be quickly onboarded to deliver streamlined inquiry journeys that provide increased convenience for Ras Al Khaimah’s citizens. In addition, the elimination of paper-based forms and reduced duplication of tasks across different ministries is helping the emirate’s administration govern in a more sustainable, efficient, and cost-effective way.
Closer connections between applications in different ministries are also improving access to data, increasing transparency and monitoring across the emirate’s administration. In addition, RAK EGA is currently looking into further unlocking the power of its data by deploying the SAP Datasphere and SAP Analytics Cloud solutions to help analyze and monitor ministerial activities across Ras Al Khaimah.
