Modernizing integration architecture to unify government services

RAK EGA provides centralized services to government departments in Ras Al Khaimah, United Arab Emirates, covering technical project management, technical services management, training programs, and e-services across more than 20 government departments. These include the RAK municipality, department of finance, civil courts and public prosecution, and department of economic development.

 

The central challenge was replacing fragmented legacy systems with a modern, cloud-based architecture that could smoothly integrate diverse government platforms, both federal and local. Citizens and residents previously had to navigate multiple departmental systems, switching between different entities for various services. RAK EGA needed to eliminate these silos while enabling more secure, real-time data exchange across government functions to deliver on Vision 2030’s promise of efficient, citizen-centric digital services.

Accelerating cloud transformation

RAK EGA embarked on its transformation by adopting three core SAP solutions to build its new digital foundation.

 

The first pillar involved modernizing its core business systems by migrating to SAP S/4HANA Cloud Private Edition through the RISE with SAP journey. This strategic move transitioned the government’s ERP from an aging on-premises landscape to a scalable, future-ready cloud environment.

 

Next, SAP Integration Suite, part of SAP Business Technology Platform (SAP BTP), was implemented as the critical integration foundation. It serves as the central hub connecting dozens of diverse federal and local government systems, both SAP and third-party software, and connects to private entities as well. This creates a unified digital API ecosystem where data can flow more securely and in real time.

 

Finally, the culmination of this technological foundation is RAK Digital, the government’s single, mobile-optimized portal. Instead of needing to interact with separate entities, citizens and residents can now smoothly access their governmental data—whether it’s their real estate information, business license requests, or open cases in court. RAK Digital has more than 700 services in one place, from paying a utility bill to processing a court case, fulfilling the promise of a truly citizen-centric government.

 

A key element of this success has been the close partnership with SAP. The enterprise architect for RISE with SAP provided essential guidance for transformation planning, solution rollouts, and innovation adoption. This helped ensure each project supports RAK EGA’s mission for scalable, citizen-oriented services.
