on the lives and health of civilians and a
catastrophe for Ukraine's healthcare sector which
had a much larger impact than the COVID-19
pandemic.
Medical facilities and drug warehouses were
bombed, supply chains were broken, and tens of
thousands of seriously injured people were rushed
to hospitals and clinics.
The situation required a comprehensive response to
a challenge of this magnitude, a challenge that no
modern healthcare system has ever faced.
MPU rapidly integrated with SAP Business
Network and implemented SAP Ariba, providing
instant access to the global market of critical
medical supply providers. In less than three weeks,
the system was fully configured, enabling the first
large-scale national procurements aimed at
treating severely wounded patients.
After addressing urgent needs, the procurement
process was transformed into a full end-to-end SAP
Ariba cycle, with extensive integration enabled
through SAP BTP.
Transparent procurement processes resulted in a
40% cost reduction on critical medical equipment.
Acquired through SAP Ariba Discovery with 15%
cost savings, featuring a unique configuration
tailored for battlefield medical support.
MPU’s agile procurement strategy facilitated the
rapid delivery of 1,000+ ambulances for general

Approximately 3.6 million people remain internally displaced, with many
forced to interrupt vital medical treatments.
Inflation and logistical disruptions have escalated procurement costs,
complicating the acquisition of medical supplies. Additionally, heightened
cybersecurity threats during wartime have increased the risk of fraud and
inefficiencies in public procurement. The urgent need for real-time coordination
among global suppliers, donors, and humanitarian organizations has never
been more critical.
The war severed supply chains and caused production and delivery
failures, as manufacturers faced factory shutdowns and material
shortages. MPU operated within a bureaucratic procurement system that
lacked a unified platform.
Workforce displacement across multiple locations disrupted coordination and
slowed decision-making. A limited supplier network reduced competition and
increased costs. Transparency concerns arose due to inefficient, manual
processes, making oversight difficult. Employees faced overwhelming
