The program was first established to consolidate government Enterprise Resource Planning (ERP) and shared service functionsto increase productivity, reduce duplicated processes, and allow for better consistency across data and reporting processes.One of the first initiatives of the PaTH Program was the roll out of a system called ‘myWorkZone’ which provides intelligent ERP capabilities usingSAP S/4HANA, used by NSW Government Departments and Agencies. myWorkZone covers the business processes journeys of Hire to Retire, Time toPay, Procure to Pay, Plan to Deliver, Acquire to Dispose, Budget to Report and Revenue to Bank.myWorkZone has delivered self-service employee and manager capabilities to over 60,000 NSW Government employees, enabling improved insightsfor decision making. Having multiple departments and agencies, represented by 111 company codes, on a single ERP has also achieved the outcomeof reduced time, effort and cost for Machinery of Government (MoG) changes.myWorkZone is investigating a way to RISE with exploratory activities well underway. ChallengesThe 2019 State election and resulting Machinery of Government (MoG) changes highlighted the diversity and complexity of back-officeprocesses, data standards and systems in operation across NSW Government.This led to the PaTH Program which set out to achieve the vision of a ‘World Class Public Service’ through the optimisation, simplification andstandardisation of corporate and shared services will enable a more effective frontline.Key challenges to overcome for NSW Government included:1. Multiple shared service models/providers leading to variation in processes and inefficiencies in service delivery2. A poor employee experience low employee and manager ability to self-service3. Significant productivity loss inability to share workforce across departments due to variations in processes4. Delays to onboarding new staff delays in receiving full access to systems, tools, resources and being productive from day one5. Many ERP systems to maintain keeping many ERP systems current with legislative changes such as Single Touch Payroll6. Inconsistencies across data, reporting, processes and customised systems differences in data taxonomy such as the chart of accountswith variations across the departments, leading to inconsistent reporting at a Whole of Government level7. Disconnected and duplicated processes for both customers and vendors impacting process efficiencies in collections and payments8. Lengthy timeframes to implement Machinery of Government changes differences in data taxonomy and processes between departmentsleading to increased effort reconfigure, onboard and offboard agencies between ERP systems
SolutionOverview: The PaTH program has implemented an intelligent ERP solution, named ‘myWorkZone’, based on SAP S/4HANA with a modern andintuitive SAP Fiori user experience that enables employees to have insight for decision making at their finger-tips through SAP Analytics Cloud, andtake-action through role-based self-service, with “on the go” actions available in SAP Mobile Start. The ability for employees to self-serve has inturn freed up capacity for shared services to focus on value-add business processes such financial reconciliation through BlackLine and compliantand timely payroll processing using SAP Payroll Control Centre. Users are supported with online learning and guidance using SAP EnableNow.Key Metrics: ~400 customers and ~1600 vendors manageddaily through SAP Master Data Governance ~150,000 transactions processed daily throughthe SAP Finance 500 purchase orders raised daily through SAPProcurement ~20,000 assets managed through SAP EnterpriseAsset Management ~60,000 employees paid each fortnight throughSAP Payroll ~15,000 integration messages run daily throughSAP Integration Suite to downstream systems(incl.
