The Department of Transport and Main Roads (TMR) moves and connects people, places, goods and services safely, efficiently and effectively across Queensland. TMR plan, manage and deliver
Queensland's integrated transport environment to achieve sustainable transport solutions for road, rail, air and sea. With a workforce of over 11,500 employees, TMR requires robust and secure two
digital systems to manage operations, payroll, and workforce governance efficiently.
TMR recognised the need for a modern, integrated solution to strengthen payroll integrity, ensure governance compliance, and enhance operational reporting, particularly in response to evolving
expectations from the Queensland Audit Office (QAO). TMR’s Confidential Salaries Report (CSR) was identified as a key area of focus and catalyst for broader transformation opportunities. This focus
led TMR to develop the Governance, Attendance and Payroll (GAP) Report, a solution designed to enhance oversight, transparency and compliance.

The GAP Report project demonstrates how a government agency can use SAP data and analytics solutions to turn compliance obligations into strategic opportunities. By leveraging SAP Business
Technology Platform (BTP), SAP Fiori Elements and SAP Datasphere, TMR delivered a modern, scalable reporting solution that provides real-time insights and supports confident, data-driven decision-
making.
The project enabled TMR to:
• Replace fragmented legacy processes with a centralised and secure reporting platform
• Improve operational efficiency by automating manual reporting activities
• Strengthen compliance readiness with accurate, audit-friendly data
• Support a smooth transition to S/4HANA with future-proofed architecture
