Monash Health is Victoria’s largest public health service, employing over 25,000 people and delivering award-winning care to Victorians
across every stage of life, from pre-birth to aged care. In 2023, the organisation faced a pivotal technology milestone when its legacy HR
system, eRecruit (used for recruitment and onboarding), was approaching end of life in June 2024. The stakes were high as not only would
delays threaten workforce continuity, but the sheer size and scope of Monash Health’s operations meant that the new HR platform had to
be sophisticated, scalable, and seamless from day one. Deloitte was selected to lead this critical transformation due to its deep

Challenges
The scale of the challenge at Monash Health was immense. Like many other Victorian hospitals,
Monash Health relied on eRecruit, which was being retired across the sector. But while other
health services implemented quick solutions to meet this deadline, Monash Health’s
requirements were far more complex.
In addition to tight timeframes and constrained budgets across the industry, Monash Health
needed a full suite solution that could integrate with multiple external systems. The new human
resources information system (HRIS) also had to support recruitment and onboarding,
compliance management, payroll, position control, and provide a secure, single source of truth
for all employee data. Delays were not an option, given the looming decommission date of June
2024. Late-breaking requirements, a high volume of employee data, and the demands of
managing integrations across dozens of systems further compounded complexity.
Crucially, the sector was also undergoing simultaneous HRIS transformations, leading to
saturation of the available capability and a shortage of resources. It was within this context that
Deloitte needed to act quickly and creatively to get Monash Health’s transformation on track.

Solution
To meet the urgent, complex needs of Monash Health, Deloitte deployed its proprietary “Health
DNA” solution, a pre-configured SAP SuccessFactors platform designed specifically for the
healthcare sector.
However, Monash Health’s needs extended beyond the Health DNA baseline. Deloitte expanded
the project to include full-scale implementation of SAP SuccessFactors Employee
Central, Payroll, Onboarding / Offboarding 2.0, Performance and Goals, Recruitment
Management, and Marketing. Deloitte also worked with Monash Health on five rounds of Extract-
Transform-Load (ETL) processes to manage the migration of vast volumes of workforce data. The
cutover cycles were carefully planned to ensure the 25,000-strong workforce, including critical
front-line staff, continued to be paid accurately and on time, even as we transitioned to a brand-
new payroll system.
Given the complexity of Monash Health’s payroll requirements, the high volume of employee
data, and the extensive system integrations involved, rigorous testing was a critical component of
the project. Deloitte in conjunction with Monash Health conducted System Integration Testing
(SIT) and User Acceptance Testing (UAT) across all modules and interfaces to ensure accuracy
and reliability. Two successful Parallel Run cycles were also completed to validate payroll
processing in a live environment. Throughout all testing phases, regular reporting was maintained
to monitor execution progress, support issue resolution, and provide clear visibility to the
leadership team on test performance and outcomes.
