The Department of Transport and Main Roads (TMR) moves and connects people, places, goods and services safely, efficiently and effectively across Queensland. TMR plan,
manage and deliver Queensland's integrated transport environment to achieve sustainable transport solutions for road, rail, air and sea. With a workforce of over 11,500
employees across a wide spectrum of disciplines, including transport planners, civil engineers, compliance officers, and digital transformation specialists, TMR depends on
efficient, accurate, and compliant HR and payroll processes to manage its diverse workforce.
As part of TMR’s broader digital transformation strategy, a business-critical HR forms platform built on K2 (a third-party forms workflow engine) was approaching end of life.
This created an immediate need for a contemporary and sustainable replacement, one that could scale, integrate with SAP, and support future cloud readiness without
compromising daily HR operations.
Why This Project is a Best Tech Next Gen Innovator Contender:
This project exemplifies how public sector organisations can modernise critical systems through smart, cloud-based innovation. TMR’s HR Forms Modernisation initiative
replaced a legacy third-party workflow platform with a future-ready solution built on SAP BTP — delivering improved agility, better user experience, and alignment with long-
term digital transformation goals
• Ensured continuity by replacing a deprecated system with minimal disruption
• Leveraged SAP BTP to create a scalable, cloud-native platform for HR transactions
• Delivered intuitive, Fiori-aligned forms that reduced manual effort and improved turnaround

Challenges
TMR faced a firm deadline due to the end of life of its legacy K2 platform, which supported essential HR workflows
and form-based transactions. Without a suitable replacement, HR processes, including employee detail updates,
approvals, position changes, and new role creation, risked reverting to manual, paper-based procedures.
Specific challenges included:
High Operational Risk: Loss of the forms system would disrupt day-to-day HR transactions across the
department, affecting thousands of users.
Urgency: The system had to be operational and delivered fast, before the K2 shutdown date, without the luxury of
a lengthy discovery phase or gradual rollout.
Scalability & Governance: A future-proof solution was required to scale across more HR processes and meet
audit and compliance expectations.
User Diversity: The replacement needed to serve a broad range of users, from frontline staff to corporate HR,
requiring limited onboarding, training and causing minimal friction.
Future SAP S/4HANA Alignment: The solution had to be developed to integrate with the current ECC platform,
and compatible with TMR’s planned S/4HANA migration.

Solution
SAP BTP HR Forms Replacement Platform
TMR engaged DalRae Solutions to develop a new HR Forms Platform using SAP BTP, replacing the legacy K2 system with a clean -core-aligned
solution built for the future. The rollout occurred in two key phases:
Phase 1: Foundation and Critical Forms
• Delivered a modern digital entry point for high-frequency employee HR tasks
• Prioritised cloud-deployed forms such as banking and personal details to maximise impact
• Integrated seamlessly with SAP ECC via OData, enabling real-time data exchange
Phase 2: Position Management Integration
• Introduced the Position Create and Change workflow with advanced field validation and configurable approvals
• Enabled real-time updates and tracking through My Inbox and Outlook integrations
• Enhanced workflow transparency through inline comments and automated audit trails
Innovation / Use of SAP Technology
• SAP Business Technology Platform (BTP): Formed the cloud-native foundation for extensibility, security, and future innovation
• Cloud Application Programming Model (CAP): Supported modular development and long-term S/4HANA alignment
• SAPUI5 and Fiori Elements: Delivered a modern, consistent interface across devices and user groups
• OData Integration with SAP ECC: Enabled live system interaction without custom backend build
• No-Code Admin Layer: Allowed business owners to make changes quickly without IT intervention
• Agile Delivery Model: Enabled iterative release cycles with continuous feedback and improvement
This project demonstrates how SAP’s next-generation technologies can unlock business agility, extend digital capability, and ensure platform
longevity - all while delivering real benefits to users from day one.

Impact
Enabling end-to-end automation
reducing significant manual data entry.
A TMR first, this project blazed the
trail using SAP BTP - delivering a
unified look and feel for users
Over 7,000 forms to date have been
processed through the new
application.
Operational Continuity & Risk Mitigation
Successfully replaced a legacy system before the end-of-life deadline, avoiding any disruption to business-critical HR processes.
Ensured business continuity during the transition and positioned TMR for a seamless future migration to S/4HANA.
Improved Data Integrity & Accuracy
Built-in validations dramatically reduced form submission errors, rework, and downstream transaction failures.
Enabled online commenting and approval tracking, reducing delays and eliminating offline communication gaps.
Efficiency & User Empowerment
Reduced the number of help desk queries and intervention requests by simplifying the user interface and guiding data input.
Business administrators now self-manage content updates, reducing IT dependency and turnaround time for minor updates.
Future-Proof Architecture
Designed with clean extensibility, ensuring forms are reusable, adaptable, and require minimal effort to migrate to S/4HANA.
Created a scalable platform for expanding the digital HR footprint, including automation, audit logging, and additional workf lows (for example leave approvals,
contract changes).
Positive Employee Experience
Delivered a modern, accessible digital channel for employee HR transactions.
Increased HR service consistency across remote and central offices with a single source of truth for forms.
