Transport for NSW (TfNSW) is a NSW government agency responsible for the movement of people and goods across all transport networks across NSW including

Challenges
Transport for NSW (TfNSW) spends multiple billions annually on the procurement of goods and services. It is the largest procurement agency in NSW
Government, with over 20,000 buyers making over 100,000 purchase transactions per year through its procurement systems.
The complexity of procurement affected TfNSW’s ability to meet its primary strategic outcomes of delivering successful places, enabling economic activity
and enabling people to thrive.
The key challenges were:
1. Multiple Procurement Systems
Over 50 disparate and siloed procurement systems resulted in multiple entry points for end users, significant process inefficiencies, no single source of truth,
and restricted the ability to enable continuous improvement and leverage innovations such as Artificial Intelligence and Machine Learning.
2. Complex Compliance
The number of different procurement arrangements (whole of government, TfNSW cluster and agency specific) and increasing number of policies (including
governance, probity, risk and sustainability) required a very high level of pre-requisite knowledge. This required specialist siloed procurement teams, and
additional pre-procurement activities before a buying activity could be submitted.
3. Put People at the Heart
Through organisational feedback, the procurement function was highlighted as one of the top corporate problems. The complexity of the purchasing
environment impacted the ability for TfNSW to meet the primary outcome of “thriving people doing meaningful work”. This complexity made operational
purchasing inefficient and very time consuming, and distracted focus away from delivering strategic outcomes. Out of 316 identified pain points, 33% related
to the requisitioning process, 20% to enablement and 13% associated with governance.
